In 1952, the
Highway Bureau divided supervision from transportation business, and
established Kaohsiung Motor Vehicles Office, which was renamed the 5th
District Motor Vehicles Office of Highway Bureau in 1966, followed by the
establishment of four stations – Pingtung, Taitung, Penghu, and Cishan
within its jurisdiction. Taitung Station was thus established. On July 1,
1999, it became an affiliate under the jurisdiction of the subordinates of
the Ministry of Transportation and Communications, pursuant to the
Provisional Regulations for Each Motor Vehicles Office, Highway Bureau of
Ministry of Transportation and Communications stipulated in Article 11 of
the Provisional Regulations of Highway Bureau, Ministry of Transportation
and Communications in the 2nd Paragraph, Article 5 of the Provisional
Statute for the Reorganization of Taiwan Provincial Government. Furthermore,
for the legalization of government organizations, the Organic Act for Each
Motor Vehicles Office, Directorate General of Highways, Ministry of
Transportation and Communications was enacted by the President on January
21, 2002 after it was approved in the third reading of the Legislative Yuan,
and then was put into effect since January 30, 2002 with the approval of the
Executive Yuan in the document of Yuan-Tai-Wun-Zih No. 0910004320-A dated
January 29, 2002. In the meantime, Taitung Station was renamed Taitung
Station, Kaohsiung Motor Vehicles Office, Directorate General of Highways of
Ministry of Transportation and Communications.
Taitung Station was temporarily
located at the guildhall of the Fuzhou fellow townsmen association at the
initial stage of its establishment, and then moved to No. 268 on Sinsheng
Road. In the beginning of 1976, the new building at No. 441, Jhengci N. Road
was constructed, and the staff and facility of Taitung Station moved into
the new building in July of the same year. Taitung Station has run its
business on this new location since then. There were only 8 staffs upon the
establishment of Taitung Station. With the increase of business volume, the
First and Second Subsections were established in 1981, and the Third and
Fourth Subsections were established in 1993, in order to take charge of
different duties. In 1999, the Fifth Subsection was set up to respond to
police offense cases transferred to motor vehicle offices and correction of
the organization, and the staff increased to 42 persons. The five
subsections reduced to four in accordance with the policy in the end of
2002. To respond to the growth of business volume, computerized management
was implemented in 1984. The Highway Bureau established its computer centers
in northern, central and southern Taiwan, and Taitung Station also set up
the computer room in 1993 to perform the business. On February 28, 1994, the
first-generation operating system was upgraded to second-generation computer
system, of which new functions were added, and national network was
established, in order to expand the objectives of citizen service.
